To make the table, glue a round bead to the pointed end of a golf tee.
Glue the flat end of the tee to a corner of a rectangular piece of balsa wood. Let dry.
Cut a piece of tissue paper so it's long enough to drape over the table.
Fold edges over the sides of the table to create creases, then add a drop of glue to hold the folds together.
For decorations, make party hats from half-circles rolled into cones. Cut tiny napkins from normal-sized ones.
Use scissors to curl ribbons that look like streamers. Sprinkle tiny pieces of paper around for confetti.
